It was only last week that Chief Secretary Orville London told Channel 5 News that the Scarborough Library is about 98% completed. His estimation may very well be accurate, since it has been reported that staff should occupy the building in June.

More than five years later, with millions of dollars spent and several cost overruns, Tobagonians are still without two major projects on the island, the much needed Scarborough library and the Cultural library.
